Jerome Brian Mee, Chief Executive Officer
As the Founder and Chairman of Atlantic, Mr. Mee possesses an
extensive array of healthcare financial and operational
experience. Mr. Mee has held several executive level positions in
both large and small organizations.

Most recently, Mr. Mee held the position of Executive Vice President of Foundation Surgery Affiliates (FSA). Within his tenure at FSA Mr. Mee was responsible for the formation of the Foundation Surgical Hospital partnership. The Foundation Surgical Hospital was the first project within the United States to receive a positive advisory opinion from the Center for Medicare and Medicaid Services (CMS). The advisory opinion grandfathered the project from the moratorium attached to the Medicare Reform Act of 2004. The Foundation Surgical Hospital is scheduled to commence operations in February 2006.

In addition to his development responsibilities, Mr. Mee was
directly responsible for the operations of 16 Ambulatory Surgery
Centers, two Diagnostic Imaging Centers and the Physicians
Surgical Hospital at Quail Creek in Amarillo, Texas. Prior to his role
at FSA, Mr. Mee held the position of Chief Operating Officer with
River Oaks Imaging and Diagnostic, the largest provider of
outpatient imaging services in the Houston area. Mr. Mee’s first
executive position came with Columbia/HCA as Chief Operating
Officer of a community-based 150 general acute care hospital.

Prior to this executive experience, he was a certified actuary
working with several large health insurers, auditing their
actuarial practices.

Mark Quigley, President and Chief Operating Officer
Mr. Quigley, a native of Mississippi, received his Bachelors and Masters in Business Administration at The University of Texas at Austin. His emphasis was in Finance and Entrepreneurial studies.

Mr. Quigley has seventeen years of direct profit and loss health care management experience. Mr. Quigley started his career in health care consulting with MBA Practice Management where he established himself as a specialist in physician practice turnaround expert. Thereafter Mr. Quigley worked at University Health System in charge of a Level One trauma service and 90,000 emergency center. Following this hospital experience, Mr. Quigley ran The Hand Center in San Antonio and assisted the physicians in extricating the group from MedPartners arrangement. Mr. Quigley was then recruited back to University Health System where he took over the health system's primary care group and grew the group from 17 physicians to 34 physicians in less than three years. Mr. Quigley then worked for Foundation Surgery Affiliates where he began by running an ASC and was promoted to Regional Vice President over four states and eleven ASCs.

Mr. Quigley has extensive experience in implementing process improvement, re-engineering and rapid organizational change and acceptance of such change. Mr. Quigley is also immediate Past President of Texas Medical Group Management Association (TMGMA) and Vice-President of Texas Ambulatory Surgery Center Society (TASCS).

Chantell Preston, Chief Development Officer
Ms. Preston has expertise in both project management
and the operations of healthcare facilities. Since 1996, she has served in both consulting and senior management capacities for both public and privately-held organizations.

Most recently, as a consultant, Ms. Preston successfully
managed: all aspects of development for four long term acute
care hospitals, the renovation of a 200 bed general acute care
hospital, an 80-bed orthopedic surgical hospital, and a 20-bed
multi-specialty surgical hospital.

Prior to consulting, Ms. Preston was the Vice President of
Development for Doctors Practice Management (DPM), a
subsidiary of a publicly traded company, which develops and
operates surgical hospitals. During her tenure at DPM, she
managed all aspects of the design/construction, equipment
procurement, operational implementation and licensure of the
Vista Hospital of Baton Rouge and Vista Hospital of Dallas. She successfully completed the Vista Hospital of Baton Rouge ahead of schedule and under the estimated budget.  

Ms. Preston held an executive level position with an Oklahoma City based general contractor which focuses primarily on healthcare facilities.  Her job responsibilities included project management, space planning and assisting healthcare clients in the implementation process.  Prior to this, she held senior level positions with US Surgical Partners, a subsidiary of US Physical Therapy, and Surgery Centers of America.

Robert Dalecki, President/CEO, Mentis Neuro Rehabilitation, LP
As President and CEO of Mentis Neuro Rehabilitation Mr. Dalecki comes with an extensive back ground in the development, management and delivery of rehabilitation services. During his 29-year rehabilitation career, Dalecki has dedicated much of his effort to developing and expanding rehabilitation programs first starting as a physical therapist and quickly moving into management.

Mr. Dalecki has experience in for profit and not for profit healthcare. He also has broad experience in the continuum of health care including acute hospitals, long term acute care hospitals, specialty rehabilitation and pediatric hospitals, skilled nursing facilities, outpatient rehabilitation services and neuro-rehabilitation services provided in an assisted living setting. Prior to coming to Mentis Dalecki held executive level positions with two Houston based healthcare companies. At Nexus Health Systems Dalecki held the positions of Senior Vice President for Rehabilitation Services and Chief Operating Officer. While at Nexus as COO he was responsible for all operations of three specialty hospitals and one residential brain injury rehabilitation facility, the management of 300 employees and a budget in excess of $30 million. As President and COO of TIRR Rehabilitation Centers, Dalecki was responsible for the development of a network of outpatient rehabilitation centers. Over a 5 year period Dalecki grew the company from 3 centers to 16 centers which provided in excess of 75,000 visits and produced over $15 million in net revenue annually. Dalecki previously served as administrative director of physical medicine and rehabilitation for St. Mary Medical Center in the state of Washington.

While in Washington, Dalecki served on the Governor’s Committee for Trauma Rehabilitation and played a significant role in drafting state legislation for the provision of trauma rehabilitation.

Dalecki is a member of the American College of Healthcare Executives and the American Congress of Physical Medicine and Rehabilitation. He earned a B.S. in physical therapy from Quinnipiac University in Hamden, Conn.
